Thomas C. Kleine, Esq.

Thomas C. Kleine, Esq., is a partner with the international law firm of Troutman Sanders LLP. Mr. Kleine's practice focuses on advising clients on the numerous federal, state and local regulatory requirements for major commercial and industrial development projects. He frequently appears before governing bodies, administrative boards and commissions on behalf of the firm's clients, including major international corporations.

From 1996-1997, Mr. Kleine served as Chief Counsel to the United States Committee on Foreign Relations. In that capacity he was responsible for advising the Committee on legal matters within the Committee's jurisdiction. He coordinated and managed the Committee's agenda on a wide range of national security issues, and major legislative initiatives which included the restructuring of U.S. foreign affairs agencies, legislation concerning United States contributions to the United Nations, numerous treaties and nominations of officials and ambassadors including the Secretary of State and the United States Permanent Representative to the United Nations.

Prior to his service to the Foreign Relations Committee, Mr. Kleine served as an Associate in the Corporate Practice Group of May & Valentine LLP, now Troutman Sanders LLP. From 1989 to 1991, and periods from 1992-1994, he served as a Professional Staff Member for the Senate Foreign Relations Committee. In this role he was responsible for foreign aid matters, State Department budget issues, international public diplomacy, and refugee programs. He traveled extensively to examine foreign assistance programs, including the Pakistan-Afghanistan border, the Horn of Africa (Sudan, Ethiopia, Eritrea, Kenya), and Central America. From 1985 to 1989 he served as legislative assistant for foreign affairs to U.S. Senator Gordon J. Humphrey (R-N.H.), and coordinated the activities of the bipartisan Congressional Task Force on Afghanistan.

Mr. Kleine graduated with honors from the Georgetown University School of Foreign Service, and Washington & Lee University School of Law, where he was selected by the law faculty for the Burks Scholar program. Kleine resides with his wife, Lorri J. Kleine, Esq., and son in Chesapeake, Virginia.
